Northrop Grumman Corp., Rolling Meadows, Illinois, has been awarded a not-to-exceed $91,277,706 modification (P00048) to previously awarded FA8615-19-C-6061 for electronic warfare radio frequency compatibility. The contract modification provides for software development, support for developmental testing and operational testing, initial production capabilities maturation, and hardware qualification testing. Work will be performed in Rolling Meadows, Illinois, and is expected to be completed by Aug. 31, 2024. Fiscal 2022 research, development, test, and evaluation funds in the amount of $11,000,000 is being obligated at the time of award. L-3 Communications Integrated Systems L.P., Greenville, Texas, has been awarded a $26,020,883 cost-plus fixed-fee contract for the modification and delivery of an intelligence, surveillance and reconnaissance aircraft. The contract provides for all labor and material necessary to complete the modification, installation, test and data requirements. Work will be performed in Greenville, Texas, and is expected to be completed May 31, 2024. This contract involves 100% Foreign Military Sales and is the result of a sole-source acquisition. Foreign Military Sales funds in the full amount are being obligated at the time of the award. The 645th Aeronautical Systems Group, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-22-F-4874).

Vedant Construction Inc., Dracut, Massachusetts, has been awarded a $20,000,000 indefinite-delivery/indefinite-quantity contract for maintenance, repair and/or construction of steam and condensate lines at Hanscom Air Force Base, Bedford, Massachusetts. Work is expected to be completed by March 31, 2027. This award is the result of a competitive Small Business Set Aside acquisition and three offers were received. Fiscal 2022 operations and maintenance funds in the amount of $5,000 will be obligated at the time of award. Air Force Life Cycle Management Center, Hanscom AFB, Massachusetts, is the contracting activity (FA2835-22-D-0002).

Rolls-Royce Corp., Indianapolis, Indiana, is awarded a $52,507,515 firm-fixed-price modification (P00010) to a previously awarded indefinite-delivery requirements contract (N6134019D0004). This modification establishes an option to extend services and adds flight hours for intermediate and depot level maintenance, logistics and engineering support for approximately 210 in-service T-45 F405-RR-401 Adour engines. Work will be performed in Meridian, Mississippi (47%); Kingsville, Texas (46%); Pensacola, Florida (6%); and  Patuxent River, Maryland (1%), and is expected to be completed in June 2022. No funds are being obligated at time of award; funds will be obligated on individual orders as they are issued. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Bell Boeing Joint Project Office, Amarillo, Texas, is awarded a $24,811,785 cost-plus-fixed-fee, level of effort modification (P00004) to an order (N0001921F0008) against a previously issued basic ordering agreement (N0001917G0002). This modification exercises an option to provide continued flight test support for the V-22 aircraft in support of the Navy, Air Force, and Foreign Military Sales customers. Work will be performed in Patuxent River, Maryland (70%); Philadelphia, Pennsylvania (15%); Fort Worth, Texas (10%); and Hurlburt Field, Florida (5%), and is expected to be completed in March 2023. Fiscal 2022 research, development, test and evaluation (Navy) funds in the amount of $11,827,687; fiscal 2022 aircraft procurement (Navy) funds in the amount of $7,288,422; fiscal 2022 aircraft procurement (Air Force) funds in the amount of $1,474,722; and Foreign Military Sales funds in the amount of $1,566,301 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Arrow DJB JV II LLC,* Upper Marlboro, Maryland (N40080-18-D-0010); Ironshore Contracting LLC,* Baltimore, Maryland (N40080-18-D-0012); EG Management Services Inc.,* Germantown, Maryland (N40080-18-D-0013); Roofing and Sustainability Systems Inc.,* Essex, Maryland (N40080-18-D-0014); and Island Contracting Inc.,* Beltsville, Maryland (N40080-18-D-0015), are awarded a combined $19,800,000 firm-fixed-price modification under a multiple award construction contract (MACC). This modification provides for the exercise of Option 4 for the roofing MACC within the Naval Facilities Engineering Systems Command (NAVFAC) Washington area of operations. Work will be performed in, but not limited to, Maryland (35%); Virginia (35%); and Washington, D.C. (30%). The option period is from April 2022 to April 2023. The total cumulative contract amount after exercise of this option will be $99,000,000. No task orders are being issued at this time. No funds will be obligated at time of award.  Funds will be obligated on individual task order as they are issued. Task orders will be primarily funded by fiscal 2022 military construction; and operation and maintenance (Navy) funds.  NAVFAC Washington, Washington, D.C., is the contracting activity.

KOAM Engineering Systems Inc.,* San Diego, California, is awarded an $18,718,880 modification to a previously awarded, indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract (N66001-18-D-0075) to provide continuing program management and engineering support services for the Naval Information Warfare Center Pacific’s Network Integration Engineering Facility. No funds will be obligated at the time of award. Funds to be obligated include research, development, test and evaluation, Department of Defense (DOD); ship construction (Navy); operations and maintenance (DOD); other procurement (Navy and DOD); and Navy working capital funds. This modification increases the estimated value of the contract from $130,631,035, to $149,349,915. Work will be performed in San Diego, California. The period of performance of the current option period is from April 16, 2021, to April 15, 2022, and is not being extended by this modification. Northrop Grumman Systems Corp., Melbourne, Florida, is awarded a $17,898,498 firm-fixed-price, cost-plus-fixed-fee modification (P00010) to an order (N0001920F0025) against a previously issued basic ordering agreement (N0001915G0026). This modification adds scope to provide for the production, delivery, and installation of Link 16 Crypto-Modernization/Hybrid Beyond Line of Sight capabilities on 15 E-2D Advanced Hawkeye aircraft. Work will be performed in Melbourne, Florida (36%); Norfolk, Virginia (17%); Rolling Meadows, Illinois (13%); San Diego, California (10%); Ronkonkoma, New York (6%); Bethpage, New York (3%); and various locations within the continental U.S. (15%), and is expected to be completed in May 2023. Fiscal 2022 aircraft procurement (Navy) funds in the amount of $17,898,498 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Lockheed Martin Corp., Syracuse, New York, is awarded a $12,792,525 cost-plus-incentive-fee delivery order (N00024-22-F-6209) to previously awarded indefinite-delivery/indefinite-quantity contract N00024-19-D-6200 for the procurement of submarine modernization kits, equipment, and installation. Work will be performed in Syracuse, New York, and is expected to be completed by January 2024. Fiscal 2022 other procurement (Navy) funds in the amount of $12,792,525 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Hornbeck Offshore Operators LLC, Covington, Louisiana (N3220521C2296), is awarded a $7,665,000 option (P00005) for the fixed-price portion of a previously awarded firm-fixed-price contract with reimbursable elements to exercise a one-year option period for the operation of the offshore support vessel HOS Red Rock to provide support services in support of Navy operations. This contract includes a one-year firm period of the performance, three one-year options periods, and one 11-month option period, which exercised would bring the cumulative value of this contract to $39,492,000. Work will be performed worldwide and is expected to be completed, if all options are exercised, by Feb. 28, 2026. Working capital funds (transportation) in the amount of $7,665,000 are obligated for fiscal year 2022, and will not expire at the end of the fiscal year. This procurement was released under full and open competition, with an unlimited number of companies solicited via the beta.sam.gov website and five offers were received. The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity.

PCC Ventures,* Columbus, Ohio, was awarded a $17,696,702 firm-fixed-price contract to repair an aircraft parking ramp, parking aprons and taxiways at Forbes Field Air Force Base, Kansas. Bids were solicited via the internet with one received. Work will be performed in Topeka, Kansas, with an estimated completion date of May 31, 2022. Fiscal 2022 operation and maintenance, Air National Guard funds in the amount of $17,696,702 were obligated at the time of the award. U.S. Property and Fiscal Office, Kansas, is the contracting activity (W50S7Y-22-C-6000).

Oshkosh Defense LLC, Oshkosh, Wisconsin, was awarded a $16,907,041 hybrid (cost-plus-fixed-fee and firm-fixed-price) contract for the procurement and ancillary installation of modification kits onto M1300 Heavy Equipment Transporter System tractors. Bids were solicited via the internet with one received. Work will be performed in Oshkosh, Wisconsin; and Freisen, Germany, with an estimated completion date of April 30, 2024. Fiscal 2021 other procurement, Army funds; and fiscal 2022 operation and maintenance, Army funds in the amount of $16,907,041 were obligated at the time of the award. Leidos Inc., Reston, Virginia, was awarded an $11,000,000 modification (P00056) to contract W58RGZ-20-C-0024 to support continued system operations and sustainment, test and training services. Work will be performed in Reston and Bridgewater, Virginia, with an estimated completion date of March 16, 2024. Fiscal 2022 operation and maintenance, Army funds in the amount of $11,000,000 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Linmarr Associates Inc.,** Irvine, California, has been awarded a maximum $8,640,573 firm-fixed-price, definite- quantity contract for slewing ring bearings. This was a competitive acquisition with two responses received. This is a two-year contract with no option periods. Location of performance is California, with an Aug. 5, 2024, performance completion date. Using military services are Air Force, Army, Navy and Marine Corps. Type of appropriation is fiscal 2022 through 2024 defense working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Richmond, Virginia (SPE4A6-22-C-0049).

Capps Shoe Co.,* Lynchburg, Virginia, has been awarded a maximum $8,573,850 modification (P00009) exercising the second one-year option period of a one-year base contract (SPE1C1-20-D-1244) with two one-year option periods for women’s poromeric and brown leather dress shoes. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. Location of performance is Virginia, with a March 11, 2023, ordering period end date. Using military service is Navy.
